By this policy small landed estates have been built up. and the multitude of small landed proprietors add immensely to the wealth of the nation. With a rural population of 18.513.325. we find. 9.000.000 of them land owners. living on their lands. and 4.570.000 farmers and tenants and the remainder day laborers. As one result of this condition of things there is scarcely any emigration from France. Her people cling with undying love and devotion to their homes. their vineclad hills. fertile valleys. and their native country. It should be the aim and settled policy of this country to place this vital and preeminently important interest in a light before the world. so that not only our own nativeborn population. but the downtrodden and oppressed of every European country will be attracted to it and induced to give the country the benefits and advantagoes resulting from the occupation. Immigration alone is annually swelling our population at the rate of 700.000. What is the peculiar charm and wonderful influence which has gone forth from our country into all the countries of Europe. and which is now drawing their tenautry toward us so irresistibly and continuously ? Two leading ideas have spread from shore to shore and have become iuwrought into their minds and hearts.
