I had hoped after the delay that had taken place this bill might be rescued from the danger of party politics and voted upon according to each members conviction of duty. Certainly. 1 had a right to expect on the part of those who had clamored most loedly against Chinese immigration that they would interposa no obstrnetioi to the passage of a bill as favorable as this for the accomllishment of the object they demlanled. I did oppose the forlmer bill before this House. I opposed it. Mr. Speaker. because I thought as a lawyer that an honest Presideat of the United States would be obliged. under his oath and under the obligations imposed by treaties of which lie is the chief guardian. to protect our faith as an American Governennt against some of the extrni provisions of the firnmer bill.
