What then? What was their object? What purpose did our commissioners have in view. if it was not the entire control of this whole question of Chinese immigration? Can there be adoubt upon thisI If so it is dispelled at once and forever by the statement made by our representatives in the very first otlicial statement they made to the Chinese Government. in which they say: The Government of the United States has no desire or intention to do injustice to the character of the Chinese laborer. lit it does feel justiiod in asking that it shall be allowed to judge for itself to what exteut te imiigritien of Chinese labor is usefol and advantageous. and that whenever at particnlar times or particular places it feels that its social or industrial interests require a limitation or prohibition of such immigration. it shall have the atthority with due coainmaication to the representatives of the Chinese Government to regulate it as is most consonant with those interests. We have cited in our minority report these otlicial proceedings in fal. which clearly and conclusively show that was their mission. and they reassert that object in their liinal letter. and declare that if this diseretion. which they claiiii the Goverument of the Uiited States is entitled to. should be in any way lessened. the power would be "utterly worthless." I point yen to the open and acknowledged declaration at the time as showing that the Governuent of thy United States. in the language of its commissioners. assertel the existence and right to thisdiscretion. and were permitted to assert their words -is " witlout any condition." What words can be plainer than these ? Were our commissioners right in this statement ?
