In the first place. it is strange that our commissioner. Mr. Trescot. should talk about the capacity of the Government of the United States to remove the accumulations of population in any part of this country. or that the Congress of the United States might assume to pass a law to enable the lmding of these immigrants at one port of the United States and not at others. It was obviously overlooking an essential feature of onr Constitution that privileges shall not be given to the ports of one Stale over another by Congressional regulation.
