What has all the debate been about for the last two weeks ? We are considering a bill to restrict Chinese immigration and to carry into effect a solemn treaty made between the United States and the Chinese Empire. The bill under consideration provides twenty years shall be the limit of the suspension of this immigration. Gentlemen come here and say they do not want twenty years. that is too long a time. that is an unreasonable time. bat they will accept ten years. They say that ten years is a reasonable limitation and twenty years is an unreasonable limitation.
