He would go deeper in his criticism and changes. I do not find myself ready to go to that extent. nor do I think it necessary. I would not take out of this bill the provision for the regulation of immigration. for the necessary safeguards as to immigration. And I will say why. The bill provides.for what may be cal led passport regulations. As to those who are laborers. there is a suspension as to their right of immigration. and perhaps there is no objection in the minds of any gentlemen to the application of these provisions to that class of laborers. But it is said that this bill sets up a discrimination against what are called the privileged classes under the treaty. Lot us see.
