I say again I find my difficulty in voting for this bill. If the friends of this bill are wise and are willing to yield the concessions which are demanded. they will consent to strike out the word "twenty" and to insert the word "ten." When the friends of the bill consent to that amendment. then my trouble ceases. and my vote will be secured for the bill as thus amended. Will the nations of the world say that a suspension of immigration for twenty years is reasonable? Will not the world rather say that twenty years is an unreasonable length of time for a suspension? As some gentlemen have said. a suspension of twenty years is equivalent to a suspension for the lifetime of a generation. that it operates as a total and complete suspension.
