I could support a measure looking to the regulation. lirmitation. or suspension of Chinese immigration if it were so shaped as to do no violence to treaty obligations or the princities of liberty and humanity. If this bill shall be so amended as to suspend the immigration of the vicious. tho diseased. the vagrant. and the imported contract Chinese laborer only. and the time of suspension be reduced to a reasonable period. say ten years. I will vote for it. hut I do not hope this. I freely admit it to be the duty of a political community to protect its citizens from the introduction from without of disease. pauperism. and crime.
