For such a bill I will willingly vote. In this bill. which is entitled "A bill to execute certain treaty stipulations" with the Chinese Government. I find at the very close of the bill a clanso regulating naturalization in the United States. What has that to do with the enforcement of the treaty stipulations? The treaties have nothing to say about it. It is entirely out of place. I am one of those. sir. who believe that a judge of a court of to United States has no authority. has no right tinder existing law. to naturalize such a Chinaman as is portrayed by the friends of this bill. Under the present law he cannot do it. The law requires proof of attachment to the principles of the Constitution of the United States. It requires a proof of residence for five years. It requires good moral character. How many Chinamen can be admitted under the naturalization laws of the country in view of the testimony which has been adduced against them during this discussion T
