But. more than this. they maintain among themsolves tribunals separate and distinct and unknown and unsancjitoned by our laws. through which every one of these contracts can be enforced. What other class of immigrants would be peri Ited to met up courts of their own inside of our jurisdiction ? And . desire lo call especial attention to this matter. as it is one of the si ongest points going to show that these people are unfitted for our lorm of government. nifitted to make good citizens. They are not oisly servile slaves but strangers to liberty.
