I am not going to dispute that brotherly theory. because I do not know any more about it than those who bring it forward. It is not essential to this discussion to go into the history of all of our poor relations. "All men are created equal. and endowed with certain inalienable rights. among which are life. liberty. and the pursuit of happiness." says the immortal Declaration of Independence. And this is used with persistent and masterly effect. in the interest of the coolies brought hither under servile contracts as degrading as human slavery itself. by the opponents of this bill. I hav l ways been considerably in doubt about that epuality clause in the Declaration. I have never been able to reconcile that sentinent with the course of the men who promulgated it immediately thereafter.
