They obey the laws and become good citizens of the United States. The Irishman and the German and the Scandinavian when they come here become a part and parcel of the people of this country and are attached to its institutions. But how absurd would be the idea of undertaking to naturalize a Chinaman. When the question would be put to hi. "Are yon attached to the laws and Constitution of the United States?" what could be his answer? Why. sir. the whole proceeding would be a farce. and every gentleman on this floor who knows anything about the characteristics of the Chinese race will agree with me in that statement.
