I wish to say in reply to the honorable Senator from California that I do not so read the Republican platform. It states thatSince the authority to regulate Immigration and intercourse between the United States and foreign nations rests with the Congress of the United States and the treatymaking power. the Rtepublican party. regarding the unrestricted immigration of the Chinese as a matter of grave concernment. under the exercise of beth these powers. would limit and restrict that immigration by the enactment of such just. humane. and reasonable laws and treaties as will produce that result. Undoubtedly the coming of what have been described as cooly laborers. undoubtedly the coming of the poor classes which have been discussed here. may be properly regulated by law. but it is only such provisions as are "just. humane. and reasonable" to which the Republican party commits itself.
