TIhis amendment proposed by the Senator from California on my left has nothing whatever to do with the question that this bill proposes. and that this last treaty. which is the only one I sin speaking of. deals with. That -is a question simply of the incoming persons who are not now in the United States. and who have no other right to come here than such as the laws of nature. whatever they may beI ama not going into that againmay give. Now. coming or going is an entirely diflerent thing from naturalization from being aditted to citizenslip. and if there is anybody here wiso is a real friend of the substance of this billI am not speaking of its details or of its excess or want of excessif there is anybody here who is really in favor of the substance of this bill. to deal with the subject of it and nothing else. I should expect that that person would vote against any anendment that would introduce any element into the bill that did not legitimately and correctly belong to it. This certainly does not.
