The logical distinction is this: whoever commits an offense against the moral law or against the legislation of any particular society is of course justly liable to its penalty. and of the propriety of such legislation I concede freely that every society is to be the judge. but this legislation does not strike at the Chinese in person who violate the law of California or the law of the United States. This legislation says: "Ifyour skin be yellow. if your father and mother were Mongolians. you may be as pure. as good. as lawabiding. as useful. as honorable. as honest as any man who livcs but because of that into which no moral quality possibly cat enter. the color of your skin. yon shall be made an exile or a criminal. or sent to the penitentiary. if you stay." It seems to me that my honorable friend from Vermont has strangely failed to learn the lesson of the history of this country for the last thirty years if he does not see the distinction.
