In short. sir. 1 may well say that the excellence. the strength. and durability of AingloSaxon political insti tiitions result from the fact that they are both illogical and ilconsistent. It is. therefore. no good reason why we shoold not relieve the people of the Pacific States of the great evil of Chinese imiiigration. so ably and fully presented by their Senators here. no reason why we should not adopt the amendment of the Senator from California prohibiting the naturalization of natives of the Chinese Empire. that we do tolerate the presence of anotherinferior race. and have conferred on them the privileges of American citizenship and imposed on them the discharge of its high dories. I prefer. sir. to expose myself to the charge of inconsistency rather than to disregard the known wishes of the white people of the Pacific States and to incur the hazards and dangers to which they are exposed.
