Mr. President. I voted against the bill that passed the Senate on the 15th of February. 1879. entitled "A bill to restrict the immigration of Chinese to the United States." It is my purpose to vote for the pending bill. and I desire to say a word in explanation of my vote. The Chinese question as presented by this bill is very different from the question presented by the bill which encountered the Presidential veto it 1879. Then one of the contracting parties to a treaty. to a contract between natives. proposed to abrogate such treaty without the consent of the other contracting party.
