The effect of the Bancrofi treaty was that a native of any part of Germany. though naturalized here. was by the terms of that treaty incorporated among the subjects of the emperor after residence for a day over two years anywhere in Germany. He might be a native of Bavaria or a native of this country. or if born abroad he might after his naturalization in the United States have entered into business relations at Bremen or Hamburg or Frankfort and resided there for two years far remote from the country of his nativity. and even though he went there simply as a student or in the pursuit of health. yet by the terms of that treaty he was made a subject of the emperor of whom he was never a subject before. The gentleman from New Jersey. therefore. was singularly adroit in not answering this question that comes home to our German fellowcitizens. Yet he would. or those on his side would. -boast of their loyalty to the adopted citizen.
