They spcak as if they were jealous and fearful of this and similar bills . not because the uerman people would disfavor expatria. tion. but because such bills seek rather to deter immigration and to make our citizenship subject to odious and onerous restrictions . subject to a network of police. Although it may be true. as my honorable friend [Mr. B. R. Hoar] says. that embarrassments have arisen in our Department of State and to our Government in bein- called upon to protect men who have become citizens here and have afterwarT gone to thsir native land to make difliculties. yet I do submit that we might well have these alleged embarrassments. and more of them. rather than discourage immigration or throw a cloud over American citizenship. What is such citizenship? To men and women. ay. to women and children. t persons of both sexes. it is their all.
