Senator Morton. our late associate. has been cited as in sonic way giving indirect approval to the continued and uninterrupted immigration of Chinese laborers into this country. and yet I find by this paper. that when he had in 1877 conducted an investigation into this very question. in the very communities most affected by it. and where the cry of distress was loudest. he concluded that it had "b jcome painfully evident that the Pacific coast muss iu tiae i thcr becooe Anmrican or M[ongolian." That was his judgment in 1877.
