I mad the charge thirtyodd days age. and I submit to this House that up to this hour. after all the long preparation and elaboration the gentleuau from New York has given to the subjeet. he has not answered. directly or indirectly. the charge 1 thea made. and which I renew here on the dloor today. that the Democratic party obtained and retained power of this Government for thirty. years by the aid of the vote of the naturalized foreigner. and up .to this hour it has never placed upon the statutebook any law for the protection of his rights.
