Will any man say that the Constitution regards thant as "needful" for the penple of the Territories of the United States which the Constitution says is not needful lint is lurtfnl and destructive to the people out of the Territories? Will any one say that tie limitation of the grants of power in the Constitution are confined to the States of the country when they are universal. and relate to the immunities and rights of the cilizen everywhere? Sreators are strangely unmiadful of lh first section of fourteenth article of the Constitution. the words of which are: All persons born or naturalized in tihe United Statesanl subjcet to the jrisdiction thereof. are citizeas oi the United States and of tie Stats wherein thex reside. No State shall wake or enforce any law which shall abridge tin pIrivilegs o inxi anities. &o. Here is a bill. aud we are told that it is a proper bill.
