I should like to be indulged for a few umonients ili reference to the question which has been made the special order. I hope the House will take the matter up and consider it and dispose of it. As has been truly remarked by ly colleague on the eoiiimiittee we. the Representatives upon this floor from California. have been for eleven years asking for legislatio to relieve the Pacific coast from the evils of Chinese immigration. A bill was passed in the Fortyfifth Congress under a suspension of the rules. As this louse knows. that bill was vetoed. The President afterwardl. in accordanci with a concurrenit resolution of both Houses. sent a commission to China for the purpose of negotiating an amendment to the exisbing treaty. so that legislation could be had.
