Mr. Speaker. I have listened more or less for the last twenty years to debates upon this floor with reference to the question of naturalized citizenship and its protection abroad. and I have regretted to see. as I do today. attempts made to show that one political party in this country is more peculiarly the friend of the naturalized citizenthan the other party. While I deprecate th is partisan discussion. I must be permitted to say that the action of the several administrations of this Government from 1861 down to this hour is perfectly defensible in every position they have taken with regard to the rights of naturalized citizens abroad. yea. more. that the record of the Republican administrations on this subject will compare favorably with that of the Democratic party during the long period that it had control of the Government. The Democratic party had control of this Government for more than thirty years. They obtained and retained that control mainly by virtue of the vote of the naturalized citizens of this country. It was that vote which gave them power. and which gives them power today. Take the vote of the naturalized citizens from the Democratic party. aid where is their power? Without the strength given them by the votes of the naturalized citizens how many members of Congress could they send to this Hall? During the thirty years they had the control of this Government. claiming to be especial friends of the naturalized citizen. where is the law within the lids of our statutebook which the Democratic party ever placed there to protect him while visiting his native land?
