It is offered by instruction from. the Committee on Indian Affairs. It has been before the Committee on Appropriations. It is asked for by the Secretary of the Interior and by the Commissioner of Indian Affairs in furtherance of a well known policy of tbe Government of the United States to encourage the emigration of the North Carolina Cherokee Indians to the Indian Territory. The amendment is for the purpose of paying the expenses of those Indians now desirous of going West. It is an appropriation out of their own money. and I hope that the amendment will be adopted.
