Let us see what the laws of North Carolina are on this subject. If gentlemen of the majority of the committee had studied the laws of North Carolina a little better they would not have fallen into so great errors as appear in their report. which I will expose by and by. "What does the constitution of North Carolina provide on this subject ? It says: Every male person born in the United States. and every male person who has been naturalized. twentyone years old or upward. who shall have resided in the State twelve months next preceding the election. and ninety days in the county in which be offers to vote. shall be deemed an elector. But no person who. upon convie ion or confession in open court. shall be adjudged guilty of felony or of any other crime infamous by the laws of this State. and hereafter committed. shall be deemed an elector unless such person shall be restored to the rights of citizenship in a manner prescribed by law. Thus it will be seen who are declared by the laws of North Carolina to be voters.
