I ask consent to put on its passage at this time -the joint resolution I send to the Clerks desk. It has the unanimous -approval of the Committee on Foreign Affairs. and is a resolution to pay to the administrator of a man who is dead the award which was .due to the man himself. The joint resolution was read. as follows: Whereas by the action of the American and Mexican joint commission. under the convention of July 4.1868. for the settlement of claims between the two countries. an award of t23.000 was made to one Morlit Speyers as a naturalized citizen of the United States. and Whereas the naturalization of said Moritz Speyers. and also the fact of his de.cease. appear to be abundantly established for the purpose of this case. and Whereas on proof of his d6ceaso in the proper conurs of Now York. the State of ins residence. letters of administration upon his estate have been duly issued to Albert Speyers. who has given bond for the dueand properexecution 4A his duties .as such administrator. and Whereas on account of the absence and death of said Moritz Speyere the said award still remains unpaid: Therefore. lie it resvlved. tc.. That the Secretary of State b. and he is hereby. directed to pay or cause to be paid to the said legal representatives of Moritz Speyera the amont of said award of said commission to him. with interest. as therein provided. out of any money due or owing to the Republic of Mexico from the United States. under the joint convention of 5uly 4. 186. forthe settlementof claims between the -two countries.
