The Senator having answered as well as he can the inquiry I have put as to how the question of naturalization is to be settled. the remaining question is. how is it to be determined whether the man has real estate or not? It sometimes is a very difficult question to settle whether a man is the owner of real estate or not. Are these experts to go through the records of the whole State of Rhode Island to ascertain in each individual case whether the claim that a man makes that he is entitled to real estate is a true claim ? It might impose a very great degree of labor and trouble. and might be very unreliable at last.
