The provisions of theRevised Statutes to which X25I have called attention relate to the consular courts existing in the Asiatic andeastern countries. and in order that there may be no misunderstanding of my meaning or of the provisions of the statutes I desire to read section 4083: SEc. 40�3. To carry into foll effect the provisions of the atreaties of the United States with China. Japan. Siam. Egypt. and Madaasc r. respeetively. theminister and the consuls of the United States. duly appointed to reside in each of those countrie. shall in addition to other powers and duties imposed upon them. rospectively. by the provisions of such treaties. respectively. be invested with the judioial authority herein described. which shall appertain to the office of minister sad consul. audbe a part of the duties belonging thereto. wherein. and so far as. the same is allowed by treaty.
