I think we can see motives. but can you see the philosophy of it " I think I am safe in saying that the laws of all the States are substantially the same as in Vermont in this respect . but Delaware. ThosheriZ the constable. in Delaware. or Vermont. or Ohio takes the election officer. if he is charged with a crime. from his desk. where he is stuffing the ballotbox. or charged with stuffing it. takes him from his desk. where he is assisting in pa~sing fraudulent naturalization papers. and takes him into the arena of law. Does that stop the election. By no means.
