That was a part of the constitution of Florida. and yet the Committee on Elections in construing it said the clause was not mandatory. although it was a part of the organic law of the land of Florida. but was directory merely. Hero they undertake to hold that so far as amandatory law passed by the Legislature of Pennsylvania is in conflict with rhe constitution both of them must stand. both of them must be held to be mandatory. although they squarely conflict.
