As I before remarked. this Congress is not sent here to make laws only. but to do justice to the whole country. The State of New York and its institutions demand the justice which is due to us under these circumstances. We claim that these immigrants who arrive at our ports do not belong to us. they belong to the whole country. The Supreme Court has upset the previous law as to headmoney. We believe we ought not to take care of them. but that it should be left to the country to make a proper and wise law to ceor the case.
