I ask that the joint resolution go upon the Calendar. unless some Senator desires that it should be referred to a committee. I ask that the Secretary report the joint resolution at this time for the information of the Senate. The joint resolution was read the second time at length. as follows: Whereas it is declared in the fourteenth amendment of the Constitution of the United States that "all persons born or naturalized in the United States. and subject to thejurisdiction thereof. are citizens of the United States and of the State wherein they reside." and that "no State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States. nor shall any State deprive any person of life. liberty. orproperty. without due process of law. nor deny to any person within its jurisdiction te equal protection of the laws:" Reselved by the Senate and H oufs 1?eeitatives of the United States of Anorlea in Conpress assembled.
