I ask the unanimous consent of the Senate to take up the bill (If. R. No. 328) for the relief of colored emigrants. which was reported by the Finance Committee a few days ago and which went to the Calendar by virtue of an objection by myself and perhaps other Senators. My objection at that time was not based upon the merits of the bill but upon certain circumstances surrounding its introduction of which I need not speak. I apprehend there will be no objection whatever to the passage of the bill. and I ask the Senate to consider it.
