by unanimous cotisent. submitted the following preamble and resolution. which were referred to the Committee on Education and Labor: Whereas largenumbers of citizens of certainStates of the Union have been in. duced through the false representations and machinations of certain persons to leave their homes for the purpose of emigrating to other States. and Whereas said persons so emigrating have fatted for want of funds to reach their destination. and have become a charge upon the several communities where they have been compelled to atop in their journey. being without food or properclothing in many instances: Therefore. eolved. That a special committee of five be appointed to investigate the causes of said emigration and report such measures to this House as will afford therelief the exigencms of the case demand. and that said committee have leave to sit dur. ing the recess of Congress. have the right to send for persons and papers. and employ a stenographer. the expenses of said committee toibe paid out of the contingent fund of the House. upon vouchers fied by the chairn thereof.
