But for the demonetizing act of July 22. 1876. no trouble would ever have axisen in this country about the tradedollar. But for that act no man in this country. rich or poor. would havesuffered inconvenience or loss on account of the tradedollars. and no banks or brokers would have attempted to speculate in them. The tradedollar. as is well known. was coined for the Asiatic or -Chinese trade. and this Government did not issue them on its own -account. but only coined them under the act of 1873. for private par*ties (on their paying the actual expense of coinage) from bullion deposited at the United States mints for that purpose. These tradedollars never were intended for circulation in the United States. hut in various ways a portion of those coined came into general circulation. The Secretary of the Treasury possesses. under existing laws. the right and power to restrict the coinage of tradedollars to the necessities of the actual export demand. and under this power he wholly suspended their coinage in April. 1878.
