That may have been very good French etiquette. but I do not think that in this practical commonsense age of ours there is any need for such etiquette as that. The question is a question of praetieal fact: does the Department need this additional force The PostmasterGeneral says yes. and he not only says yes. but he gives the reason for it. and that reason. although in a very few words. is conclusive to my mind that it is in consequence of the large increase of new mailroutes. largely increasing the work of that office. Now. the Senators from Kansas know perfectly well that in that State in the last six or eight months the immigration has been enormous. New postroutes and new postoffices of necessity have been established in that State. Out at Leadville. in Colorado. within a few months past a little office that paid only $12 a year when established has sprung up to be a postoffice of a city of over twelve thousand inhabitants.
