Are they a people who are not to be esteemed as honest and just? Are they or any largo controlling body of them to be stigmatized justly as rujhans and lawbreakers. or as unable or unwilling to carry on local selfgovernment under the law and according to law ? I doubt not there were frauds in naturalization in New York City. I have no personal knowledge on the subject. and I need not and wilt not attempt to enter into any diseussion of this. But this I assert. the mass of the democratic party of that great city which has. governed it did not wish these frauds. they were opposed to them.
