Prince Bismarck has had a severe struggle with the Prussian Chambers ever since 1863. At different times has he dissolved the latter. but though be has thousands of officials and hundreds of thousands of soldiers at his disposal. with which he could surround every poll in the country. and control the election for the benefit of his candidates. yet he has never used that immense power. as even he knows that anything of the kind will make elections more farces. Such laws. as has been shown by several other speakers before. among them my friend from the Milwaukee district. will be a damper upon emigration. for the Davenports select chiefly the emigrants upon which they can exercise that cruel authority which this law bestows upon them. And what wouldomy State be without foreign emigration t What would the whole great Northwest be without itt The whole country is interested. It is your dutyyour selfinterest demands itto repeal all such laws which in any way interfere with the tide of emigration. That the supervisor law which we now desire to repeal is such a law even the most partisan republican will not deny.
