Why. I leave to this committee to deternine. The express purpose of the supervisor was to avoid coniliet at the fall elections stud to enable those who were entitled to it to be naturalized properlyand legally at once. and no complaint was made and no warrant swrn out against any mail who had not registered on the papers of 1868 issued by the two courts engaged in fraudulent naturalization. After consultation. the United States district attorney suggested that some preliminary notice should be given. and on the 24th oh Augost. 1878. the following was issued and puiblished in the prees of the city. Its addition. the chief supervisor directed copies to be niniled to the persons interested. and the supervisors in the elecion districts were ordered to hand to each person who held one of the papers of 1188 oin w:hirl lie hLd voted in 1876 a copy of the notice as lie carne to register.
