Ten thousand foreignborn citizens were intimidated and driven from the polls on that day. Many who called upon Davenport in obedience to his imperial orders before the election had their papers taken from them by this supervisor and retained by him until now. as he exhibited some of them to the committee. You can tell how great this outrage was when you know that forty thousand foreigners were naturalized in 1868 in New York City. and Davenport byhis act undertook to disfranchise all but six of this mighty number. This is the way supervisors prevent fraud and protect the ballot. These outrages ought to be sufficient of themselves to repealthe law.
