Session #45 · 1877–79

Speech #450118514

I do not know the exact proportion. but doducting that number. taking into consideration :296 illegal votes and submitting to the rules laid down by the contestee in this case. deducting them in proportion to their votes in the ten counties where they were cast. and it leaves Mr. Finley elected by 162 votes. They say there are 74 votes illegally cast by foreigners who had not exhibited their naturalization papers when they came to vote. These foreigners were all naturalized. they were naturalized according to the law. and the only thing they failed to do was to present their naturalization papers where they voted. accordingto a provision in the constitution of Florida which says they shall not be permitted to vote unless they do so.
