Nobody will ever accuse the honorable Senator of lacking acuteness. but still I have not got a satisfactory answer to my question why at the point of sailing ships he becomes exclusive. and will not adinit anybody who is not an American citizen to bean officer or sailor on board? Wherein. I say. does the Senator draw the distinction? If we are going to encourage American commerce. let us begin at the beginning. The Seqator says letus invite everybody to come in with ships. no matter where they are built. but after they are in do not let a single man tread the deck that cannot showeither by birth or naturalization that he is an American citizen.
