He adopted a system of registration in which was entered the name of every man in that city who had obtained naturalization papers. the place where he resided. not only the house but the very room he occupied. and the date of his naturalization. when he came to this country and when he was naturalized. and where and in what court. With all these facts before him .as chief supervisor of elections he issued in 1874 instructions to the supervisors of the city that they should challenge all persons who were naturalized in 1868 in the supreme or superior court. and he required them all to be challenged upon the ground that some naturalization papers had been fraudulently issued.
