We are asked to secure a modification of the treaty thus negotiated which allows an unlimited immigration from the Chinese Empire to this country. That is the precise question. and it is sought in direct contravention of the fifth article of the treaty to limit that immigration. Is it a desirable thing to do ? I will not stop to consider that. but conceding it to be a desirable thing to do. what is the mode in which it should be done?
