President. if it be the pleasure of the Senate to abrogate a solemn international compact. both sides of which were negotiated by distinguished American citizens. without even asking the other party to that compact to consent to such modifications of it as will render it less obnoxious to us. I shall have but one word to say against doing that. and that word is "no." - But. sir. the Senator from Maine [Mr. Hnmlcij] is chairman of the Committee on Foreign Relations. He is not the youngest member of this body. le is not a Mongolian. he is an American. Ile is not a pagan. he is a Christian. He was not planted here by the Chinese six companies. he was planted here by the voice of a sister State.
