I move the following amendment as a substitute for the pending bill: Strike out all after the enacting clause. and insert: That the President of the United States is hereby requested. as promptly as in his judgment would be expedient. to give notice to the Emperor of China. that the existing treaty stipulations regulaing the immigration of subjeets of the Chinese Empire to this country. and the practice of Immigration which has rCslted there from. are not satisfactory so this Government and to request such .odifieo thereof as will. in his o~inion. limit or prevent the evils resulting therefrom. and that. unless slhe :Emperor of China shall aseent to such modifications by the neg~otiation oh a new treaty. to be submitted to the Senate for its ratiieatln. on or before the Sot day of January. A. r. 50. the President is hereby authorized end requested thou farther to notify the Emperor of China that this Governmcut abrogates the existing treaty. from and after the 1st day of July thereafter.
