After the emancipation of slavery he question came up. with great. readiness and force. whether other rghts than those of personal freedom were necessary to enable the nsgroes. whose protectors had been taken from them. to protect them elves. To provide for this the new guardians of the negroes gay them citizenship. a citizenship that is peculiar in its privilegesrais ig the negro far above the white manreating new rights which at ach to negro citizenship. and do not attach to white citizenship. who1 her acquired by birth or through naturalization laws. This was not nough. and we added the right to vote so as to give them civil pow to assist in enforcing the rights of citizenship. and th right to hol office. so that their citizenship should be honorable and influential. To this we have added a system of laws to he enforced nuder envy penalties through the civil and criminal jurisdiction of the coirts for the farther protection of their rights. as they are called.
