The memorial was read. as follows: To the Honorable .Senate of the Unzted Statest Your memorialists. the LegislativeAssemblyof the State of Oregon. respectfully represent that the continued immigration. or rather importation. of cooly slaves or Chinese laborers to this State is a violation of treaty stipulations. which provide that such immigration shall be voluntary. and is avery serlona iniury to the laborlog classes. not only of our State. but of the entire Pacific coast. by the reduction of wages to starvation prices. that such importation of said Chinese and other Asiatic slave labor tends to drive white and all other free labor out of our country. and ultimately compel all who subsist by manual labor to the alternative of choosing between starvation and crime. tbaat least 7.5 per cent. of all the earnings of sald Chinese or cooly slave labor. instead of being in our mids and thus eoniributing to our prosperity. is sent to China. never to return. thus withdrawipg the coin from our country and rapidly decreasing our circulating moedium. to the great inJury of the best interestof this State andof the entire Pacific coast. that such Chineselaborers do not contribute to the wealth and prosperity ofthe country by the acquisition of property and the payment of taxes. but bypauporism and crime are a continual source of expense to the country and municpalhtics of this State. that the treaty of 1868 between the United States and China. hnown as the 1lurlingame treaty. hts never been maintained on the part of China in accordance with its intent and meaning. the right of free migration and immigration which it recopnizes was to be entirely voluntary. and to be exercised in view of expatriation. The Chinese have no right to be admitted under the circumstances in which they come here. they are usually brough t in hordes in a condition of semislavery. and obligated to perform a term of servitude.
