I will. Prior to the time mentioned in the bill it was a practice of many of the States. especially of the State of New York. to collect what were trmed headmoneys fromimmigrantsdollar apiece. Those moneys were collected and disbursed for the benefit of the immigrants. under -the operation of the State laws. There was a statute rathe State of New York providing for this system. but in the month of July. 1877.the Supreme Court of the United States. upona direct proceeding to testtho question. decided all these State laws to be unconstitutional advoid. and all persons who have collected that class of money and expended it in good faith for the benefit of the immigrant system are now exposed to actions for having illegally obtained the money. The object of this bill is simply to relieve them from that liability.
